*Introduction
The 3rd International Conference on Machine Learning and Intelligent Systems (MLIS2021) will be held during November 8th-11th, 2021 in Xiamen, China as well as online via MS TEAMS. The event is aimed at providing a platform for knowledge exchange of the most recent scientific and technological advances and to strengthen the links in the scientific community. The plenary session of MLIS2021 will include Keynote Speeches, Invited Speeches, Poster Presentations and Oral Presentations. Considering the current situation, MLIS2021 will be held in a hybrid mode of online and onsite presentations.
